As employment opportunities become increasingly linked to technology and communications and less tied to manual, skill-based jobs, employers need access to a highly literate workforce. With the goal of strengthening Burlington County’s business landscape, the Burlington County Workforce Investment Board has contracted with the Rutgers–Camden Walter Rand Institute for Public Affairs to conduct a literacy needs assessment among workers in six targeted industries: transportation; manufacturing; health science; education and training; hospitality and tourism; and the service sector. The institute has developed and distributed a survey to human resource managers and is conducting interviews with HR personnel working for the county’s largest businesses. And, finally, Rand staff will conduct interviews with county adult literacy service providers. The goals of the assessment are to provide an indication of the prevalence of illiteracy in industry, identify gaps in programs available to businesses, provide strategies to overcome those obstacles, and determine how best to meet the literacy expectations of Burlington County businesses.
